Contextual help does not appear

Symptom:
In version 3.6 rev 1 and less, when you click on "?" to display contextual help, an error message appears.

Cause:
Microsoft stopped including the 32-bit Help file viewer in Windows releases beginning with Windows Vista and Windows Server 2008.

Resolution:
Install WinHelp32.exe from Microsoft Support.
